In an effort to address critical labour shortages and to make migration more tightly managed, the UK Government has introduced a temporary work visa route targeted at mid-skilled occupations via the so-called Temporary Shortage List: Stage 1 Report (TSL) under its new immigration strategy. The idea is that roles which may not meet the higher thresholds required for the standard skilled worker route can be filled temporarily by overseas workers, but under a time-limited stay and without an automatic path to settlement. Nairametrics Eligibility To qualify, applicants must have a job offer from a UK employer with a sponsorship certificate (Certificate of Sponsorship) for a role included in the Temporary Shortage List (TSL) of 82 occupations published in October 2025. The roles are mid-skilled (qualifications below a full degree level) and are selected because of labour market shortages. The employer must also demonstrate they are taking steps to train and recruit UK-based workers, rather than simply relying on overseas recruitment. Applicants must meet other standard visa requirements: hold a valid sponsorship, meet English language requirements specified (typically at least CEFR B1 for this route) and have sufficient funds, unless their employer certifies maintenance. Tenure (How long you can stay) For the TSL route, the Report recommends visas of three to five years in duration, but without the right to indefinite leave to remain (settlement) under current policy. For more general temporary work visa categories (such as the International Agreement visa) the rules vary: for example under the Temporary Work – International Agreement visa a worker employed by an overseas government or international organisation can stay for up to two years (or the time given on the certificate plus 14 days) while a private servant in a diplomatic household may stay up to five years. For other short-term “Temporary Worker” routes (for example creative, charity, seasonal) you may stay for up to 12 months (or the time on the certificate plus a short grace period). Importantly, since the TSL scheme is meant to be temporary and strategic, the occupations listed may only be eligible for this route until the end of 2026 (unless extended) and renewal options may be limited. VisaVerge Fees and Costs According to official guidance: The standard application fee for the International Agreement temporary work visa is £319 (for each person applying, same whether inside or outside the UK). In addition, applicants must pay the Immigration Health Surcharge (IHS) – which has been set at roughly £1,035 per year for most routes. For the TSL route specifically the fees may vary according to visa length, job, and other factors; fees for Pakistan-national applicants for “Temporary Work” routes are given as ~ PKR 125,488 in a published list. Visa Application Fees Additional costs may include a priority/super-priority application service (for faster decision) – for example some routes allow a “priority service” for £500 or “super priority” for £1,000. Note that these fees exclude employer sponsorship costs (licensing and certificate of sponsorship) which the employer must typically pay. Key Notes & Caveats The TSL route is explicitly designed as time-limited and not a route to settlement. That means that even if you stay for the full term your visa, you would not automatically qualify for indefinite leave to remain (ILR) under the current rules. Nairametrics The standard skilled worker route has undergone a substantial tightening: from 22 July 2025, minimum skill levels moved from RQF Level 3 (A-level) to RQF Level 6 (degree level), salary thresholds were increased, and the TSL and other changes were introduced. Employers sponsoring via TSL must show they are training/using domestic labour and the passport holder must meet the job specifics and skills. This means the route is more controlled. While the TSL is an official scheme, the actual list of eligible occupations is still subject to finalisation and may change (the report says the final TSL will be issued in July 2026).
