we purchased a house in Spencer TN over a year ago that needed some work moslty cosmetic, but some things such as a roof that required a permit we HIRED a LICENSED CONTRACTOR to do the work (not ALL places in TN require a permit but they claim they do in Spencer TN) it is a very small town flexing their authority and forcing their way into our home. They say they can just call us at any time and without a warrant enter if they suspect we are doing work. We told them we didn't do any work that needed a permit. we hired contractors that should have known the rules, NOT US.... we are being extorted by them as this money changes nothing. CHAD MOFFIT the code enforcer doesn't even know the rules and makes them up as he goes. The town is super currupt they have tried to apply extra taxes they have FAILED THE EPA water quality tests for years, and no one is held accountable. They have an enormous amount of speed traps because it is their goal to collect as much money as possible. If private citizens do not stand up for their rights, they lose them. We shouldn't have to ask permission to work on our own homes that we buy and pay taxes for. He told my wife we did not need any further permits yet threatened to take away our certificate of occupancy if he couldn't reinspect THE WHOLE HOUSE rather than the stuff HE SAID we need permits for.
