And within this work, within this monitoring effort, we came across this set-up of at least 54 so-called 'overseas police service stations' being set up by two provinces, in particular by security bureaus from those provinces, in cooperation with the United Front Work Department. Now, we found accounts that at least some people have been hired to perform these duties. We also believe that they are building on an existing network of United Front Work organisations and associations. So it's really very hard to pin it down, how many people exactly are involved, but these operations are ongoing on all continents and in at least 30 countries." 22. Close up of Harth's hands 23. SOUNDBITE (English) Laura Harth, campaign director of Safeguard Defenders: "So, we put out an order report in January of this year, involuntary returns, where we really look at the national framework set up by the Chinese Communist Party to persuade' people to return. So, to use these illegal mechanisms to bring people back to China against their will. These tactics include threats and harassment of family, detention of family members, covert agents, all these kinds of stations being involved in tracking people directly, wherever they are around the world. And so, as we were tracking this, we came across official statements from the Chinese Ministry of Public Security, that between April 2021 and July of this year alone, they had successfully 'persuaded' to return 230,000 individuals. So, those are huge numbers. And from there on, we went digging deeper to look at what these provinces were doing, but basically all our evidence is based on official accounts, statements, media reports put out by those authorities themselves." 24.
