MALAYSIA: KUALA LUMPUR: ECONOMIC CRISIS LATEST SITUATION

(12 Jan 1998) English/Nat Malaysia reassured its neighbours on Monday that their foreign nationals do not face immediate dismissal from Malaysia because of the regional economic crisis. Deputy Prime Minister Anwar Ibrahim said foreign workers who lose their jobs because of the economic downturn will be rehired in sectors where jobs are plentiful. He also answered criticism that Malaysia could not meet the criteria required by the I-M-F to bail out the struggling economy. Hong Kong has had bird flu, now Asia's financial markets have caught a cold too. And the U-S, among others, wants to make sure it doesn't turn into pneumonia. The problem is that the Asian economy has been overheating for some time and to avoid meltdown it needs to be cooled down. And quickly -- which is where the International Monetary Fund, the I-M-F, comes in. The I-M-F says it will help bail out the Asian economies and that's good news at least on Kuala Lumpur's stock exchange. SOUNDBITE: (English) I think the stock market has experienced a dip today. However I'm not sure what the level is right now. I hope it recovers. SUPER CAPTION: Voxpop SOUNDBITE: (English) Oh sure, because I think most people in Malaysia are involved very heavily in the stock market. SUPER CAPTION: Voxpop At a joint press conference with U-S Defence Secretary William Cohen, Malaysia's Deputy Prime Minister Anwar Ibrahim said foreign workers who lose their jobs because of the economic downturn will be rehired in sectors where jobs are plentiful. He warned, however, that while the jobs of 1-point-2 (m) million workers with work permits are safe, Malaysia will have to deport another 1 (m) million workers who are here illegally. Most of the foreign workers in Malaysia are from Indonesia, the nation hardest hit by the crisis. Answering criticism the I-M-F's criteria for aid were too stringent, Cohen said there was little alternative. SOUNDBITE: (English) It's very clear that several of the countries that are currently experiencing difficulties have to reform their systems. The I-M-F right now is the only institution, the primary institution whereby that reform and assistance can come about. So the restrictions may be very austere and they may cause additional difficulties, but they have the best chance right now of at least stabilising the situation. SUPER CAPTION: William Cohen, U-S Defence Secretary Ibrahim agreed, and added that his Asian counterparts felt the same. SOUNDBITE: (English) The benefit of having a dialogue and an effective rapport with the I-M-F, is to have a clear understanding of what's happening and the measures taken by neighbouring countries in the region. But more importantly is the general consensus that we , the finance ministers of ASEAN, have tried to grapple (with) this problem, accepting the need for effective surveillance among ourselves, working towards further transparency and accountability. SUPER CAPTION: Anwar Ibrahim, Malaysian Deputy Prime Minister It is hoped the U-S and the I-M-F might be able to stop the dreadful run of decline which has been afflicting Asia's over-extended economies. If they do not then it will be the turn of the U-S and the New York Stock Exchange to hold their breath.
