(4 Nov 1995) T/I: 10:43:18 As the rest of Georgia prepared on Saturday (4/11) for Sunday's (5/11) presidential ballot, two regions were not caught up in the election fever: the breakaway republics of South Ossetia and Abkhazia. The seventy-two thousand citizens of South Ossetia are boycotting the elections. In Abkhazia, scene of a humiliating defeat for Shevardnadze two years ago, the locals are concerned about their future. In areas worst hit by the Georgian-Abkhazian war of 1992-93, memories remain vivid and real. "Your best neighbour became your worst: I was born here and have lived here for 70 years, but they say 'Get back to your land'," says an Armenian woman, still living in her house that was half-destroyed by a Georgian tank. Meanwhile, a burning question is that of the return of ethnic Georgian refugees, displaced from Abkhazia during the war. "A mass and uncontrolled return of refugees would lead to a new war. There is no doubt of this," says the head of the Abkhazian Presidential Commission on Refugees and Disappeared Persons, Atar Kakalia.
