Prepare the Filling: In a bowl, mix rice, peas, grated carrot, breadcrumbs, cheddar cheese, corn, egg, cornstarch, paprika, garlic powder, salt, and pepper. Chill for 30 minutes. Shape into small balls, using a little oil on your hands to prevent sticking. 2. Coat & Fry: Roll each ball in flour, then beaten eggs, then panko breadcrumbs.
