When Gov. Mike DeWine signed Senate Bill 100 into law in December 2024, it marked the end of a two-year journey that began with a series of 3News Investigates reports. In 2022, we exposed a dangerous loophole: Ohio had no law prohibiting someone from secretly tracking another person with a device like an Apple AirTag. We brought our findings to a bipartisan group of lawmakers, testified alongside domestic violence advocates, and followed the bill through two years of legislative battles. In March 2025, ORC 2903.216 — Illegal use of a tracking device or application took effect, making it a crime to use a location tracking device to follow someone without their consent. Now, a 3News Investigates analysis has found what advocates describe as expected growing pains: some police officers who didn't know the law existed, investigations that hit dead ends, and plea deals that raise questions about the law's teeth. But despite the challenges, domestic violence advocates say the law is already making a difference by giving victims a legal tool they never had before.
