[세계도시이야기 #30] 2부_착한 개발?? 나쁜 개발!? 나폴레옹 3세의 파리개조사업 1850년대 파리의 인구는 100만 명이 넘을 정도로 큰 도시였으나 도시의 인프라가 제대로 갖춰지지 않았기에 매우 불청결하고, 좁고 불편한 도시였다. 이에 나폴레옹 3세는 파리 재건을 위한 획기적인 계획을 마련했다. 그는 1853년 파리지사 자리에 오스만 남작(Baron Haussmann)을 임명하고 파리의 도시 구조 개혁을 명하였다. 오스만은 1853년~1870년 17년 동안 파리를 현대적인 모습으로 탈바꿈시켰다. 오스만의 파리개조 5원칙은 첫째, 교통을 위해 도시를 관통하는 50개 대로를 건설하고 둘째로 가로축에 개선문과 콩코드 광장, 루브르궁 같은 거대한 상징물을 설치했다. 셋째, 도로와 주요 관공서는 파리시가 직접 개발하되 나머지 부지는 민간에 분양해 간접 개발하는 혼합방식을 택했다. 넷째, 상·하수도와 학교, 병원 등 인프라를 확보하고 다섯째, 녹지 공간 확보에도 힘을 쏟았다. 오스만의 파리 개조 사업이 놀라운 것은 19세기 중반에 건설된 도시가 한 세기가 훨씬 지난 오늘날까지도 큰 변화없이 훌륭히 도시 기능을 수행하고 있다는 것이다.
