As the clamour to de-risk and diversify global supply chains takes centre stage, no issue commands more attention than critical minerals. From smartphones to electric vehicles, no modern technology or consumer goods can exist without them. This has led to the extreme weaponization of these vital elements — with resource-rich and resource-poor nations locked in a defining battle for access and control. Against this backdrop, mineral-abundant economies of the Global South stand at a historic crossroads: to remain mere suppliers of raw materials or to seize a once-in-a-generation opportunity to embed themselves deeper into the global value chain. How can the critical mineral-rich economies of the Global South transform extraction-led growth models into more high-value and sustainable ones? What policy, investment, and technology frameworks are needed to localise processing, refining, and manufacturing capacities?
