This was his first foreign trip, which he recently took after assuming this top security post. Larijani's main objective was to sign a bilateral security agreement with Iraq. The agreement took place on August 11, 2025, in Baghdad, with the signing of a Memorandum of Understanding (MoU) with Iraqi National Security Advisor Qassim al-Araji. In a meeting with Iraqi Prime Minister Mohammad Shia al-Sudani, both countries reiterated their commitment to enhance cooperation in border security, railway connections, and regional development corridors. Larijani emphasized strengthening relations with Iraq, especially in passenger transport and regional corridors. At a press conference in Baghdad, Larijani said that the people of Iraq and Lebanon are "mature and courageous", and do not need instructions from Iran. He rejected claims of Iranian interference in Iraq's elections. Larijani arrived in Beirut on August 13, 2025, where he was welcomed by the Lebanese people at the airport. Iran's main concerns in Lebanon were related to regional stability and coordination with its allies there, especially Hezbollah. Larijani said Iran would stand with the Lebanese people under all circumstances. The visit came amid rising tensions in the region and US pressure on Iraq and Lebanon to disarm Iran-backed proxy groups.
