An independent audit of the South Fulton Police Department says the agency is operating under “outdated” policies. The 65-page report comes after several lawsuits alleging a toxic work environment were filed against the department last summer. Mayor Carmalitha Gumbs, who was a councilwoman at the time, has released the findings.
