President George H.W. Bush, in his address to the Community of Nations United Against Iraqi Aggression, explained his administration’s position in the Persian Gulf crisis and reasserted the need for Iraq’s total withdrawal from Kuwait. He said that the deadline set by the U.N. resolution, January 15, was not a date of certain armed conflict, but a date by which Hussein was to choose peace or war.
