This panel examines the institutional foundations of water and wastewater governance in Bengaluru. The discussion situates flooding, water supply, wastewater, and drainage within a single governance challenge, arguing that fragmented mandates and project-led approaches limit the city’s ability to manage flows, reuse treated water, and work with natural drainage systems. Panellists reflect on metropolitan governance reforms, including the creation of the Greater Bengaluru Authority, and the opportunities these reforms present for Bengaluru’s water future.
