The 3rd gen 4Runner came with several different transfer case options over the years. The most versatile (and most coveted) is the multimode or "multimatic" transfer case, only available in the 1999-2000 Limited models. The multimatic transfer case allows you to select between 2WD, AWD (4 HI with center diff open), 4WD HI (4 HI with center diff locked) and 4WD LO (high torque gear ratio with center diff locked). And if you're super lucky, you may be able to find a 4runner that has a factory rear differential locker, giving you the maximum traction and capability possible. You can drive in AWD on any terrain, regardless of weather conditions, although driving in AWD all the time can start to take a toll on your gas tank. However, 4WD is reserved specifically for times when the ground is slippy, whether that be dirt, mud, snow and ice, etc. IF you try to drive 4WD on dry terrain when your wheels have good traction, your drivetrain will start to bind (that's a big no no).
