Introduction of Paid Leave Accumulation& E-Engagement Roll for GDS in Postal • GDS will be allowed to accumulate paid leave up to a maximum of 45 days at any given time. This change aims to provide greater flexibility and welfare support, as the current non-cumulative leave policy can lead to forced forfeiture or financial hardship. • The accumulated leave cannot be encashed. Any leave balance exceeding 45 days at the end of a half-year will lapse. • A structured and legally sound e-Engagement Roll will be introduced for all GDS to replace existing personal files. • This electronic roll will be developed within the HRMS module under IT 2.0. It will be maintained by the concerned Drawing and Disbursing Officer (DDO) and will serve as the official record for major events such as engagement, leave, transfers, disciplinary actions, and financial upgrades. • The DDO in the Head Post Office/Head Record Office is responsible for maintaining the e-Engagement Roll. • The Divisional Head and DDO are responsible for maintenance, with the Accounts Supervisor digitally signing it. • GDS will be able to review and verify entries, signing a designated column to show agreement, with an Attesting Officer countersigning for authentication. • This verification will be done annually in July via the HRMS portal. • All significant events in a GDS's tenure will be recorded in the e-Engagement Roll and digitally attested by the Head of the Office or designated Attesting Officer. No overwriting or erasing of entries is permitted. • If an entry is incorrect, it must be rectified in the system while keeping the previous version viewable and supported by relevant uploaded documents. • The e-Engagement Roll will have 15 modules covering various aspects of a GDS's engagement, including: o Personal information (name, date of birth, address, ID numbers). o Documents and declarations (application, certificates, fitness reports, training certificates). o Regularization of engagement and resignation details. o Record and history of engagement (training, deputation, transfers). o TRCA, allowances, and recoveries. o Authorized and unauthorized leave and substitute details. o Disciplinary actions and punishments. o Promotion and departmental examinations. o Financial upgradation details. o Limited transfer facility information. o TRCA upgradation/downgradation. o SDBS/NPS Lite information. o Discharge, resignation, or termination details. o Compassionate engagement details. o Annual verification certificate. • All Chief Postmasters General and other stakeholders are requested to submit their comments on the draft proposal by August 25, 2025.
