At the Senate panel hearing on the arrest of Rodrigo Duterte on Thursday (March 20), Interior Secretary Jonvic Remulla explained how the custody of the former president was turned over to the International Criminal Court, when the government had vowed no cooperation with the tribunal. Quizzed by Sen. Alan Peter Cayetano, Remulla said in this case, special envoy on transnational crime Markus Lacanilao represented the Interpol, and was authorized to turn over Duterte's custody to the ICC.
