Around 5:50 PM on December 29, 2024, officers with the Middletown Township Police Department were dispatched to the parking lot of 375 State Route 36 on a report of a motor vehicle accident. The officers were informed that Jennifer B. Healy, an employee of Portside Bar & Liquors, had attempted to drive away in a 2021 Ford Explorer while she was impaired. After she struck a 2014 Chevy Silverado, she left her phone in her car and fled the scene on foot with her Beagle dog named Brandy. Patrolman Peter Bracken arrived on scene around 6:10 PM and made contact with her daughter, who had taken an Uber there. The owner of the Chevy Silverado did not want to file an insurance claim against the woman who struck his car. After her daughter advised Patrolman Bracken where Jennifer may be headed, Patrolman Kenneth Ross and SLEO2 Courtney located Jennifer walking on the Henry Hudson Bike Trail in the vicinity of Thompson Avenue. Patrolman Bracken headed over to that location shortly afterwards. As he was speaking with Jennifer, he detected the odor of alcohol and observed other indicators of impairment. As SLEO2 took possession of the Brandy, she slipped out of her leash and ran away from Jennifer. Patrolman Bracken escorted Jennifer to another location to administer field sobriety exercises. She was unable to complete the Walk and Turn test or One Leg Stand test satisfactorily. Based on her motor vehicle crash, the odor of alcohol, and her inability to complete the field sobriety exercises, Patrolman Bracken placed Jennifer under arrest for driving under the influence. As they attempted to place her in the patrol car, Jennifer kicked the officers. Her vehicle was impounded for a 12-hour hold according to John’s Law. Patrolman Bracken transported Jennifer to the Middletown Township Police Department for further processing. Patrolman Daniel Flannigan read Jennifer the Standard Statement for Motor Vehicle Operators in the sally port, but she refused to submit breath samples. While being processed, Jennifer was belligerent and uncooperative. Surveillance footage confirmed that she even flushed socks down the toilet she was in a cell. After she was photographed and fingerprinted, Jennifer was transported by Patrolmen Bracken and Ross to the Monmouth County Correctional Institution. Patrolman Ross issued Jennifer the following citations: -Operating under the influence -Reckless driving -Careless driving -Refusal to submit to chemical test -Failure to report an accident -Leaving the scene of an accident involving property damage -Failure to possess driver insurance card She was also criminally charged by Patrolman Bracken with Simple Assault (2C:12-1A(1)), obstructing the administration of law (2C:29-1A), and resisting arrest (2C:29-2A(1)). Court records indicate that Jennifer was previously cited for fleeing the scene of an accident involving property damage on the Garden State Parkway in Clark, NJ on January 19, 2023. She also has 3 prior arrests for DWI on the following dates: -DWI in Highlands, NJ on June 13, 2009 -DWI in Middletown Township, NJ on August 19, 2011 -DWI in Asbury Park, NJ on February 12, 2018 During a phone call made by her daughter to Patrick D. Healy following her mother’s DWI arrest, he indicated on speaker that he used to work for Middletown Township as a prosecutor. Resolution No. 17-65 from Middletown Township indicates that as recently as 2017, her father Patrick D. Healy, Esq. has worked for Middletown Township as an Alternate Municipal Prosecutor. Jennifer was later arrested again for assault in Hazlet Township, New Jersey on March 6, 2025. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
