Full recording of the European Commission press conference presenting the “digital simplification package” including the Digital Omnibus proposals, held in Brussels on 19 November 2025. This is an edited (transformative) version of the European Commission’s Press conference, created to improve accessibility. Edits that add transformative value include cutting repetition, silences, and stutters; restructuring the content by theme and topic; adding on-screen context; and enhancing video and audio quality. This edited version does not distort the meaning or message of the original video. European Commissioners Henna Virkkunen, Valdis Dombrovskis and Michael McGrath outline the Digital Omnibus package and answer questions from the press. The briefing explains how the proposals would adjust core EU digital legislation – including the AI Act, the General Data Protection Regulation (GDPR), the ePrivacy framework, NIS2, the Data Act, the Data Governance Act (DGA), the Free Flow of Non-Personal Data Regulation and the eIDAS Regulation – with the stated aim of simplifying rules, reducing administrative and compliance burdens, and supporting innovation and competitiveness in the EU’s digital economy. Key topics covered include: – targeted amendments to the AI Act and timing for high-risk AI systems – streamlined cybersecurity incident reporting across multiple EU instruments – changes to the use of personal, pseudonymous and anonymised data, including for AI model training – modernisation of cookie consent and ePrivacy rules to address “cookie banner” fatigue – the European Business Wallet and the Data Union Strategy – the launch of a “digital fitness check” on the cumulative impact of EU digital rules European Digital Policy Initiative https://edpi.eu/ / eudigitalpolicy / eudigitalpolicy Uploaded by James Tamim, EU Digital Policy analyst. 00:00 Henna Virkkunen 07:19 Valdis Dombrovskis 12:31 Michael McGrath 18:39 Press Question 19:09 Henna Virkkunen 22:03 Press Question 23:13 Valdis Dombrovskis 24:28 Henna Virkkunen 27:01 Michael McGrath 28:24 Press Question 29:39 Henna Virkkunen 32:25 Press Question 32:56 Henna Virkkunen 33:54 Valdis Dombrovskis 35:24 Press Question 36:18 Henna Virkkunen 38:03 Michael McGrath 29:18 Press Question 40:33 Henna Virkkunen 42:06 Michael McGrath 43:21 Press Question 44:18 Michael McGrath © European Union, 2025 Edits applied by the European Digital Policy Initiative (transformative value add): repetition, silences, and stutters removed; content restructured by theme so questions and answers stay together and topics remain organised (some sections may be reordered to separate topics more clearly); on-screen context and detailed descriptions added (topic labels, chapters, captions) to make long briefings easier to follow; and video/audio quality enhanced (cropping, splicing the correct audio-language tracks, voice isolation, and colour correction).
