If your product qualifies as dual-use, you may need an export authorisation before it can legally leave the EU. In this video, Wiktor Galusiński (Associate at Dudkowiak & Putyra) explains how EU dual-use regulations work, when export licences are required, and why even seemingly “civilian” goods can trigger compliance issues at the border. Under EU Regulation 2021/821, certain goods, software and technologies are controlled because they can serve both civilian and military purposes. This includes items such as drones, sensors, industrial lasers, encryption software, frequency converters, vacuum pumps or centrifuges. If you export outside the EU, you may need prior authorisation from Poland’s Ministry of Development and Technology. In some cases, even products not explicitly listed may still require a licence depending on end-use or end-user concerns.
