For permission I refer to the Microsoft Answers link below as there is no apparent way to contact the authors. It was designed for Windows Media Player 11 and 12 by two Microsoft employees Tim Cowley and Stephen Coy. In the downloaded file PsychedeliaVizPack.msi there is no information whatsoever to indicate how to contact the authors for official permission.
