He deliberately wore a white civilian suit that day, intentionally avoiding military uniform so he wouldn't appear eager for the war that had just erupted across Europe. At half past ten that morning, inside Secretary of War Harry Woodring's office, Marshall was officially sworn in as Chief of Staff of the United States Army and simultaneously promoted to the rank of full general. He had received word about the German invasion at three-fifty that morning.
