In February 2023, a community member made a renewed request for body-worn camera footage documenting the arrest of a man in December 2019. Under Utah’s Government Records Access and Management Act (GRAMA), the Salt Lake City Police Department processed the records request accordingly. Upon review of the body-worn camera footage in February 2023, the Salt Lake City Police Department placed six sworn employees on paid administrative leave and initiated an internal review. The decision came after careful and thoughtful discussion and upon consideration of community expectations of law enforcement. Additionally, the department requested an outside agency to evaluate the case for consistency with Utah state law. The department has conducted a preliminary analysis of the case and following the completion of the outside agency investigation, the district attorney’s office has formally declined prosecution. Our internal review, which includes a more robust analysis focused on identifying any potential policy or training concerns, continues. The Salt Lake City Police Department acknowledges this case should have been reviewed more heavily in 2019. The department has taken steps to immediately rectify and prevent future occurrences by enacting more rigorous standards and expectations when it comes to these matters. None of the six employees remain on administrative leave. The names and rank of the six employees are not being released.
