The growing global prison population has intensified administrative challenges in criminal record management, identity verification, and inter-agency coordination. Traditional prison management systems rely on centralized databases that are vulnerable to unauthorized modification, data inconsistencies, and lack of transparent audit trails. These vulnerabilities can lead to record tampering, fraudulent identity validation, and compromised judicial integrity. The absence of secure cross-jurisdictional verification mechanisms further limits efficient collaboration among law enforcement agencies. This project introduces the Distributed Ledger Criminal Information Registry (DLCIR), developed as a full-stack web application using Python and the Django framework in accordance with IEEE academic standards. The system leverages blockchain-based distributed ledger architecture to ensure immutable storage of criminal records through cryptographic hash blocks. DLCIR securely records inmate identity details, crime classifications, police station information, and officer identifications, with structured linkage through Aadhaar-based verification mechanisms. Each record update is validated and stored as a tamper-resistant transaction, enabling transparent audit trails and preventing unauthorized data alteration. The framework supports inter-agency verification workflows for secure criminal identification, passport validation checks, and cross-jurisdictional record lookups. Administrative dashboards facilitate monitoring, access control management, and secure record auditing. Designed strictly for academic and research purposes, this project demonstrates applied blockchain integration, secure identity validation, and full-stack web deployment for transparent and tamper-proof criminal information management systems.
