Italian Health Minister, Girolamo Sirchia's non-smoking law means office workers will be forced to smoke - rain or shine - in the street. The law, which is considered to be one of the strictest in Europe, bans smoking in bars, restaurants, offices and other public spaces. Sirchia's law bans smoking in indoor spaces unless they have a separate smoking area with continuous floor-to-ceiling walls and a ventilation system. It has sparked protests from bar and restaurant owners who say the measure will be bad for business and that they don't have the time or money to create sealed-off smoking areas. They have also complained that they are expected to act as "sheriffs," reporting on customers who flout the law. Some smokers have lamented that the new rules curb individual rights. Smokers ignoring the ban face fines of up to 363 dollars, while owners of premises that turn a blind eye to smoking risk penalties as high as 2,904 dollars. The fines are doubled if cigarettes are lit up near children or pregnant women.
