People walking in front of field in front of airbase zoom into jet on runway STORYLINE Turkey's parliament met on Saturday to discuss a long-delayed government proposal to allow thousands of US combat troops into the country in preparation for war with Iraq. Turkey's government has put off any decision on the US request for weeks, frustrating US war planners who want to use Turkey as a staging point to open a northern front against Iraq. The United States is demanding a quick answer and has ships carrying tanks and other armour anchored off the Turkish coast and thousands of tons of materiel ready at the southern port of Iskenderun. But US soldiers are already in evidence at Turkey's Incirlik airbase, which is used to police the Iraqi no-fly zone. Turkey's governing party, the Islamic-influenced Justice and Development Party, has had difficulty selling the unpopular measure to its public and even to many lawmakers. Polls show that more than 80 percent of the Turkish public opposes a war and many fear that a conflict will endanger Turkey's frail economic recovery. But the government also fears rebuffing the United States could leave it without US 15 (b) billion dollars in grants and loans that Washington has pledged to help buttress Turkey's economy.
