While on patrol in the Borough of Highlands I was radioed by Sgt. O'Donnell to respond to his traffic stop. Upon arrival, Sgt. O'Donnell advised me that he stopped the attached vehicle for failing to maintain its lane and he can smell the odor of an alcoholic beverage emanating from the vehicle, He further advised that he would like me to take over the investigation and perform the Standardized Field Sobriety Tests (SFST's). I approached the driver's side door and made contact with the driver, Jaclyn Coyle, I observed Coyle's eyes to be bloodshot and watery, I also detected the odor of an alcoholic beverage emanating from the vehicle. I asked Coyle to exit the vehicle and step onto the sidewalk, As Coyle exited the vehicle I observed multiple empty 50 ml Fireball bottles in the driver door panel. Upon completion of the SFST's I determined that Coyle was under the influence of alcohol, I asked her to face away from me and place her hands behind her back as she was under arrest for DWI, Coyle was then secured in double locked handcuffs behind her person and placed into the rear of marked patrol vehicle 1709. A search of the vehicle was conducted to check for intoxicants, yielding multiple 50 ml sized bottles of fireball, Coyle requested we also retrieve her phone charger and money from the center console. I then transported Coyle back to HPD headquarters for processing. During the transport the odor of an alcoholic beverage filled the passenger compartment of my patrol vehicle. Once back at headquarters Coyle was read her Miranda Warning, Coyle indicated, in writing, that she would be willing to answer questions, I then read the New Jersey Attorney General Standard Statement for Motor Vehicle Operators. Upon completion of the statement Coyle advised she would participate in the chemical breath test. A twenty minute observation period was conducted, During the observation period Coyle did not place anything in her mouth, belch or vomit, Sgt. O'Donnell then operated the alcotest machine, ensuring that all electronic devices were removed from the area prior to the test. Upon completion of the test, Coyle's BAC was determined to be .20%. ______________________________________________ All videos and case documents were obtained pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq.
