Since the Hijra in 622 AD, there has been no separation between religion and state in Islam, nor any separation between religion, politics or other secular affairs. Politics and religion were already united in Muhammad’s time in the 7th century. Muhammad was both a religious and political leader of the first Muslim community. His direct successors (caliphs, al-khalifa) also combined both offices in one person. This aim of a religious state, stemming from Muhammad, is demanded by fundamentalists today. According to the Muslim view, life should be governed by Islam and its laws. Such Islamic governmental practice is often authoritarian and dictatorial. However, parliaments do exist in many Islamic nations that have included only parts of the Shari’a in their legislation and are thus in opposition to fundamentalists. An Islamic state, governed by the Shari’a, is not a democracy (Greek, “rule of the people”) because these are not the real holders of authority, but Allah.
