Once, you have answered these 4 questions, you will have a clearer picture of why you should consider buying a resale HDB flat? Q1. Are you buying an old resale HDB flat because you are banking on your flat being eligible for SERS in future? Mr. Lawrence Wong has stated very clearly that not all old HDB flats will be eligible for SERS. Up till now, only about 4% of all HDB flats have been eligible for SERS. That is a very small percentage. Chances are slim and there are no guarantees. If you are buying an old HDB flat because you think it would be eligible for SERS, that would just be pure speculation. Q2. Next question, will the amenities last? Will there be maintenance issues? Have you asked yourself these questions? Yes, HDB has programs to upgrade and renew the neighbourhood but please bear in mind that maintenance issues will still be prevalent. In case you are moving to a particular location because you would like to enrol your child into a school in the vicinity, do remember to check whether the school will still be there after a couple of years. Would the very reason that motivates you to move to a particular place be still valid after a few years? Do take note that as estates and buildings get older, it would require more effort and resources to maintain not only the façade but also the interior as well. You need to take all these costs into consideration. Tiong Bahru is one of the oldest estates in Singapore. It has gone through a transformation and has become quite popular with the younger generation and has attracted many expats as well. It is now filled with very trendy cafes and stylish eateries. Would a transformation like that to the estate that you are buying be suitable for you? Q3. BTO or resale flat- which is better for you? For a BTO flat, you would probably get your keys approximately 5 years after you have booked your flat, given the delays caused by the pandemic. The completion time for a resale flat is about 3 months. If you are looking for somewhere to move into near the immediate future, then the resale flat is for you. Yes, the BTO flats seems more of a bargain because of the pricing compared to a resale. However, the government has come up with additional grants to encourage buyers to go for resale flats and also to bring the difference between the BTO and resale closer. Going for a resale flat will enable you to choose the location and the particular flat that you may like. This will also enable to choose to live close to your parents so that you may be able to take care of them and they might be able to help take care of your kids. This is priceless. Most BTOs are in non-matured estates. Those that are in matured estates are over-subscribed to the point that if you managed to get a flat there, it would be akin to striking the lottery. BTO flats in Telok Blangah, the greater southern waterfront area, was about 50 times oversubscribed. In essence, there were about 50 families vying for each unit. The capital appreciation for BTOs will tend to be higher because of the longer remaining lease. But if your intention to buy is for your own stay, then just buy whatever is within your budget and wherever you like. Q4. Do you need or want more space? HDB flats have gotten smaller since 1997.
