update correction: at 22:40 ish I misidentify the key buzzer switch (the part that is missing) as a part of the horn. It is actually what causes the ignition to buzz when keys are left inside while off, reminding you to take them out. Thanks techno! (See pinned comment) this is a very common steering column found on many 1970-1995 era GM’s and even some Jeeps The steps shown will cover most styles of columns but there are “others” (they suck more) Also, this procedure is done on a out-of-car column (from a junkyard) and was a frequent thing to have to do during the 90’s and early 2000’s when people had to start turning to junkyards more and more for replacement columns. This would typically be done while sitting in the drivers seat and aside from heat/cold/weather issues it is actually way easier to do this as you normally would with it mounted in the vehicle. :)
