Remove Shortcut Banners and Hide the Dock on iOS 16!

Apple broke the previous method of hiding shortcut banners with the iOS 16 update, so here is the brand new workaround. Be aware, this isn't quite as clean as the previous workaround, but it's better than nothing. This workaround works as of the iOS 16.1 update.
