This week in Washington marks a turning point in U.S.–Congo relations. As the Washington Accord moves from announcement to implementation, the United States has unveiled new investment frameworks tied to critical minerals, hosted its first-ever Critical Minerals Ministerial Summit on Mines, and publicly condemned the M23 and Rwanda—all while Congolese political actors, including President Félix Tshisekedi and members of the opposition, were present in Washington, D.C. What does this convergence of diplomacy, mining policy, infrastructure, and sanctions really mean for the Democratic Republic of the Congo? In this episode of Congo Unfiltered, Gaëtan Nzowo is joined for the first half by Frédéric Mousseau, Policy Director at the Oakland Institute, to unpack the political economy behind the Washington Accord, critical minerals, extractive infrastructure, and the use of sanctions as tools of power.
