(11 Jan 2002) 1. Night shot exterior of Consilium, European Union Council Building 2. Close up of Consilium sign 3. Wide shot of press conference 4. SOUNDBITE: (English) Stanislaus Mudenge, Zimbabwe Foreign Minister "(Q. - The question is then, what is the sense of elections if you are so reluctant on answering a question even though the precedent is possible?) A. - You're asking if ZANU-PF (unclear). What am I there for? I have to work hard, I have to persuade the people to win. I am in this game to win my friend. (laughs) Don't try, you want my people to say I'm working to lose? No, I'm not working to lose. I'm working to win." 5. Cutaway to audience member 6. SOUNDBITE: (English) Stanislaus Mudenge, Zimbabwe Foreign Minister "We'll be issuing invitations to observers within the next coming weeks. That is quite true. And I have requests and recommendations on my desk. I haven't looked at them, but you know the elections were only declared two days ago. So, I'm now going to look at the requests which were made and the recommendations. And if they are recommendations for the E-U, why not? We will invite them." 7. Cutaway to media 8. SOUNDBITE: (English) Stanislaus Mudenge, Zimbabwe Foreign Minister "Zimbabwe affirms its practice of allowing journalists, both national and international, to cover important national events including elections as the basis of its laws and regulations. That is in the E-U statement." 9. Cutaway to participants 10. SOUNDBITE: (English) Stanislaus Mudenge, Zimbabwe Foreign Minister "We should not touch white lands. That is wrong. That is called racism. And let's face it, members of the press, let's face it. We are reacting in a racist manner on an issue of social justice. It's uncomfortable, but these things have to be said because these things are terrible at this stage because we shouldn't be, we should be cheering justice being done - redistribution of land in Zimbabwe. We should not be looking for excuses in order to justify the punishment of a government that has taken the courage to correct an injustice. It's not just going to be Zimbabwe. That justice has to be done in the whole of South Africa." 11. Wide shot of press conference breaking up 12. Wide shot of E-U press conference 13. SOUNDBITE: (English) Javier Conde, Spanish ambassador to the European Union "I think the paper itself which you have in your hand I imagine, describes perfectly well what our state of mind is. When we say that at this stage the E-U is not satisfied, we mean exactly that." 14. Cutaway to media 15. SOUNDBITE: (English) Javier Conde, Spanish ambassador to the European Union "No, we are not satisfied in general. It has a more general content, the insatisfaction. (Q. - You want to see election observers by the end of January otherwise it will be too late?) A. - We are asking actually, as the director general points out, for six weeks before the elections. I do understand that six weeks is a time frame which is really very tight in real terms." 16. Night shot of exterior of Consilium, European Union Council Building STORYLINE: The European Union and Zimbabwe failed on Friday to settle their disagreement on ending political violence in the African nation and the Europeans gave the government in Harare a week to say how it will improve its rights record and stage fair presidential elections March 9-10. The two sides fruitlessly discussed the way forward in Zimbabwe where the human rights situation has deteriorated since the start of a mass takeover of white-owned farms in March, 2001. The EU wants observers in place by about February 1 at the latest.
