On 12/05/2024 at approximately 1538 hours I was advised that Baxter County Sheriff’s Office was looking for a vehicle that had just been stolen from a residence on County Road 69. A Deputy located the stolen vehicle traveling southbound on State Highway 5. The Deputy attempted to stop the vehicle, and it fled from the Deputy. And was able to get away. As I was traveling south on State Highway 5 to assist a Deputy advised they spotted the vehicle now traveling north on State Highway 5 near the Dollar General. As I was traveling south near Dean’s Top and Canvas, I observed the stolen vehicle traveling at a high rate of speed. I turned around on the vehicle and as it continued to flee. As I was catching up to the vehicle with my emergency lights and siren activated, I observed the vehicle passing vehicles recklessly in the center turn lane nearly striking a Deputy traveling southbound on State Highway 5 near County Road 679. As I caught up to the vehicle it continued to flee turning right onto US Highway 62/412 Bypass. Traveling eastbound on the Bypass the vehicle reached speeds over 100mph I attempted to stop the fleeing vehicle using a Tactical Vehicle Intervention (TVI) technique but was unsuccessful. As the vehicle approached the intersection with Buzzard Roost Rd it failed to stop at the red light traveling on the right shoulder. After confirming traffic was clear I attempted another TVI but was unsuccessful. The vehicle continued to flee again reaching speeds of 100mph as the vehicle approached the intersection with Charles Blackburn Drive. I performed a TVI, causing the vehicle to run off the right side of the roadway and overturn. The suspect was ordered from the vehicle and taken into custody without further incident. The suspect was identified as Mr. Vincent Walrath. An ambulance was called to check out Mr. Walrath, where he was treated and transported to Baxter Health for minor injuries. Once at the Hospital, I read Mr. Walrath's Miranda Warning at which point he stated that he wanted an attorney, and at that point, he was not asked any questions. Mr. Walrath was suspected of being under the influence of a controlled substance at which point I performed Horizontal Gaze Nystagmus (HGN) on Mr. Walrath and which he showed 6 of 6 clues along with Vertical Gaze Nystagmus was present. I read him the Arkansas Statement of Rights and requested a urine sample and Mr. Walrath voluntarily consented to a blood draw.
