Watch this shocking video of not one but 'two' National Highways patrols ignoring a stranded vehicle on an all lane running section of a Smart Motorway. At 14:43 on October 2020 (the time stamp was one hour out as the clocks went back last night) I was travelling around the M25 from the M1 to the M11. Knowing so called Smart Motorways and especially the All Lane Running (ALR) sections of them have attracted much criticism and seen many deaths following horrific collisions I just had to post this video. Highways England have failed miserably in their duty of care to protect the occupants and their road users and I was shocked to witness today this blatant failure on their behalf. The hard shoulder is being removed on many UK motorways and made into live lanes because they say more road width is needed because of increasing traffic volumes. The truth is the motorways run better without their meddling but need policing properly where the lanes are used correctly and the middle lane hoggers prosecuted. Rest assured I will be robustly seeking an answer from Highways England as to the failure of these two crews. I know they will respond to my initial email with their standard "we will endeavour to reply to your email within 15 days" but they will not buy time with me as I also intend to get as much media coverage on this as possible. They fail us in so many ways and need to be brought to book over their catastrophic failings. Highways England did eventually reply to a compliant I made to them over this video and stated that an investigation had taken place. They stated the HATO's (Highways Agency Traffic Officers) had acted properly, that they didn't have time to see the vehicle and slow down safely and that the vehicle was on an off slip.....it wasn't! More alarmingly they stated they knew the vehicle had chosen to leave a refuge area previously and limp on and I am also sure their many cameras captured this. They failed to explain however, having known this, why the patrol vehicles were not told so they could intercept safely and properly and fend off the struggling vehicle and protect the occupants and oncoming vehicles. The reply mentioned their training and procedural protocols and inferred that because the driver had chosen to leave he was responsible for his unsafe progress and destiny. I'm afraid this is no excuse because they were not to know 'why' the vehicle had driven on, it could have been for any number of reasons and it should not have been their job to judge and abandon it. It should still have been to protect the vehicle, its occupants and other road users no matter what!
