SOUNDBITE (Korean) Chae Il Taek, policy team manager of Korean Animal Welfare Association: "The purpose of the nationwide dog registration system is, first, to find your dog easily in case you lose it, and secondly, to find the owner of an abandoned dog. But there was a problem with the effectiveness of external pet ID because it was not possible to identify who the animal's original guardian was if the ID was removed arbitrarily or intentionally. For this reason, there was an effort to unify dog registration methods with implanted microchip ID. Regarding implanting microchip ID, however, some dog owners are concerned about (potential) health problems (caused by microchip implantation)."
