In this shocking Canada Cop Watch video, filmed on May 28, 2025, in Moss Park, Toronto, I spot Toronto Community Housing Special Constables speeding recklessly through a parking lot. Suspicious of their behavior, I decide to follow them — and what I witness next is bizarre. Within seconds, I catch them detaining a barefoot woman, aggressively throwing her into the back of their unmarked vehicle. It looked disturbingly close to a kidnapping. They quickly shut the doors and drove the wrong way down a one-way street. Moments later, I find them back at the original location. Things only get stranger from here. While detained and awaiting a female officer to perform a search, the woman — who reportedly had a warrant for her arrest — was allowed to drink alcohol right in front of the officers. She actually became more intoxicated while in custody! This incident raises serious questions about the conduct, professionalism, and procedures followed by Special Constables in Toronto. 🔵 Toronto Police Officers (TPS) • Sworn peace officers under the Police Services Act of Ontario. • Have full policing powers across Ontario (e.g., power of arrest, criminal investigations, use of force). • Carry firearms and use other use-of-force options (tasers, batons, etc.). • Enforce all laws, including the Criminal Code, Controlled Drugs and Substances Act, and Highway Traffic Act. • Complete extensive police training at the Ontario Police College. • Work under the Toronto Police Service and are accountable to the Toronto Police Services Board and the Law Enforcement Complaints Agency (LECA). ⸻ 🟡 Toronto Special Constables • Are not police officers, but are appointed under Section 53 of the Police Services Act with limited peace officer powers. • Work for specific agencies like: • Toronto Community Housing (TCHC) • Toronto Transit Commission (TTC) • Hospitals • Universities • Powers and jurisdiction are limited to their employer’s property and scope of duties (e.g., TCHC officers operate in Toronto Community Housing areas). • Usually do not carry firearms, but may carry batons, handcuffs, and OC spray depending on their organization. • Handle bylaw enforcement, trespass issues, and sometimes detain individuals until police arrive. • Their training is less intensive than police, and they have more limited investigative authority. • Oversight is typically through their employer and the Toronto Police Service, which authorizes their appointment. 👁️ Always watch the watchers. 📍 Location: Moss Park, Toronto, Ontario 📅 Date: May 28, 2025 🎥 Recorded by: Canada Copwatch 00:00 Introduction 02:52 found the madness 06:56 she wants a drink 12:07 security in the lobby 14:21 she starts getting mad 17:18 drink delivery while detained 18:23 Amy interview 22:22 Amy updates constables 23:42 cuffed 26:08 100k in 11 hrs
