In this video, Sustainable Westborough members Peter Flynn and Peter Dunbeck discuss Article 30 on the warrant for the upcoming Westborough Annual Town Meeting. Article 30 asks voters to consider adopting the Massachusetts Municipal Opt‑In Specialized Energy Code, an advanced building energy code developed under the state’s climate legislation. The specialized code applies only to new construction and is designed to improve energy efficiency, reduce greenhouse-gas emissions, and encourage the use of all-electric building systems. The code builds on the existing Massachusetts Stretch Energy Code, which Westborough, Massachusetts has used since 2018. The specialized code introduces additional requirements for some new buildings that use fossil fuels, such as pre-wiring for future electrification and solar energy installation where feasible. During the presentation, Flynn and Dunbeck explain how the proposed code would affect new residential and commercial construction, outline potential environmental and economic benefits, and answer questions from residents ahead of the Town Meeting vote. Town Meeting voters will decide whether Westborough should adopt the specialized energy code as part of the town’s long-term climate and energy strategy.
