For women's empowerment, the distinction is crucial: GDI (Capabilities): Measures the foundation. It tracks if women are healthy and educated enough to participate in society. GEM/GII (Agency): Measures the results. These indices look at how many women are in parliament, hold senior management roles, or have control over economic resources. The Reality: A country can have a high GDI (women are healthy and educated) but still have low empowerment if those educated women are barred from leadership roles or political decision-making.
