Ceremonial Hall, Malacañan Palace February 14, 2024 President Ferdinand R. Marcos Jr. bestows the Civil Service Commission’s (CSC) Outstanding Government Workers of 2023 and the Presidential Medal of Merit to the country’s only living Kalinga traditional tattoo artist as he leads the awards rites at the Ceremonial Hall in Malacañan Palace on February 14, 2024. Now on its 62nd year, the CSC’s Honor Awards Program (HAP) recognizes public service exemplars who have displayed outstanding work performance and ethical behavior. Part of the government’s rewards and incentives mechanism, it aims to motivate or inspire state officials and employees to improve the quality of their performance and instill deeper involvement in public service. The HAP has three (3) categories – the Presidential Lingkod Bayan, the CSC Pagasa Award and the Dangal ng Bayan Award. These are the highest honor a civil servant could receive in his or her government career and the most coveted recognition given by the Philippine Government to individuals or group of individuals who have excelled or shown utmost dedication and commitment to public service. Likewise, President Marcos Jr. confers the Presidential Medal of Merit to Maria ‘Whang-od’ Oggay, a Filipina centenarian who holds the distinguished title of ‘Mambabatok’ or a master tattooist of ‘batek’ – the folk skin incriptions of Kalinga. She is said to have tattooed the most number of warriors and headhunters in their tribe. Known for its distinctively symmetric and intricate designs detailing the valor and bravery of ancient tribal warriors, ‘batek’ is a traditional Filipino body art applied through a hand-tapped pricking method using intrinsic instruments such as carabao horns and fruit thorns. Whang-od’s tattoos have garnered recognition both locally and abroad, with tourists flocking to her village and seeking for her.
