Trooper's Report: On 04/11/2023 at approximately 8:42pm. I, Trooper Markeith Neal observed a White Oldsmobile traveling northbound on Highway 79, passing 6th Street, with its high beams on due to a headlight being out. I then turned around to initiate a traffic stop on the vehicle. While closing the distance on the vehicle the driver attempted to pull into a Shell gas station on Blake Street near Barraque Street, where I initiated my emergency lights. The driver of the vehicle, later known as Brandon McAfee, traveled through the parking lot attempting to evade me. He then attempted to exit the parking lot where he was met by Pine Bluff Police Officer Darrian Trimble. Mr. McAfee avoided Officer Trimble, crossing Blake Street continuing West on Barraque Street. I then advised Troop E dispatch I was in pursuit with a white Oldsmobile displaying Arkansas license ALJ10J. I attempted a Tactical Vehicle Intervention (TVI) to the driver’s side of the vehicle at approximately 8:43 pm. Mr. McAfee applied his brakes which caused me to be too deep for a successful TVI. Mr. McAfee continued west on Barraque Street at speeds up to 91mph. I then attempted a second TVI which Mr. McAfee applied his brakes again causing an unsuccessful touch. Shortly after, I was able to successfully connect to the driver’s side of Mr. McAfee’s vehicle. This sent the vehicle off the left side of the roadway where it struck a culvert. This caused Mr. McAfee’s vehicle to spin and strike the mailbox of 5610 Barraque Street before coming to final rest in the yard of that address. Mr. McAfee then exited the vehicle from the passenger side door and fled on foot. I advised Mr. McAfee several times to show his hands before he ran into a wooded area north of Barraque Street. I then deployed my conducted electrical weapon (CEW) which was unsuccessful. Mr. McAfee continued to run through the woods after being advised to stop. I then deployed my CEW a second time striking Mr. McAfee which made him fall into a ravine. He recovered from the CEW deployment and was able to pull out the probes then continued running through the water of the ravine. I ran along the side of the water advising Mr. McAfee to stop, attempting to charge him with my CEW but it was unsuccessful due to him pulling out the probes. Mr. McAfee continued to run then exited the water of the ravine on the opposite side. Pine Bluff Police Officer Darrian Trimble was then able to successfully deploy his CEW, striking Mr. McAfee and causing him to fall. I was then able to cross the ravine and take Mr. McAfee into custody. Mr. McAfee was taken to Troop E headquarters where he was assisted by EASI ambulance service. He had minor injuries to his arms and a laceration to his right eye from the glass of the windshield. Mr. McAfee was cited for Misdemeanor Fleeing in a Vehicle, Driving on Suspended Driver’s License, and Speeding. Mr. McAfee was released to EASI ambulance service where he was taken to Jefferson Regional Medical Center to be treated for his injuries.
