Microfinance institutions bridge financing gaps for those who have limited or no access to traditional financial services. In the Philippines, this includes micro, small and medium-sized enterprises (MSMEs). In 2018, ADB partnered with ASA Philippines Foundation— one of the largest MFIs in the Philippines—in launching a $30 million loan facility that promotes financial inclusion through the expansion of its loan portfolio for microenterprises. The project targets women borrowers from poor communities in lagging and conflict-impacted provinces in the Philippines, including Marawi. With payment arrangements tailored for borrowers during crisis, the project demonstrates how microfinance can be an avenue for disaster relief, and for empowering women to rebuild lives after crisis. It helps revalidate the commercial sustainability of microfinance and attract private capital to this segment. In societies affected by conflict, microfinance can be a powerful instrument for building peace as it helps community members to build back better.
