SANTA MONICA, CA — Sunday, October 12, 2025 — Santa Monica Police Officers from the Directed Action Response Team (DART) detained two individuals beneath the Santa Monica Pier following a trespassing stop that led to separate arrests on parole and narcotics violations. The two individuals were seated on the sand directly beneath the pier—an area clearly marked with “No Trespassing Under Pier” signage in accordance with Santa Monica Municipal Code §3.36.110. Officers detained both in handcuffs while conducting record checks and searches. During the investigation, police discovered that one of the individuals was a parolee at large with a no-bail warrant. The second suspect was arrested on suspicion of felony possession of narcotics under California Health and Safety Code §11395, a statute created under Proposition 36 in 2024. Proposition 36 introduced the category of “treatment-mandated felonies,” elevating simple drug possession to a felony charge for individuals with two or more prior drug convictions. Both individuals were taken into custody without further incident. Santa Monica Municipal Code §3.36.110 prohibits trespassing “in, upon, on, under, or across any pier” when posted with visible warning signs.
