The State That Wants to Legalize Machine Guns

Why we often talk about states that are trying just about anything to disarm their citizens, today we discuss a state that his going in the exact opposite direction. Washington Gun Law President, William Kirk, discusses West Virginia SB 1071, which if enacted into law would set up a state system in which West Virginia would accumulate machine guns, and then transfer them to citizens who passed a background check. This is a law that attempts to exploit the language in 18 USC Sec. 922(o) (linked below), but will it work? Does it have a chance of passing, and if it does, can it survive a legal challenge?
