NEWTON COUNTY, Texas — Newton County officials say the county could be required to repay nearly $1.2 million tied to a flood buyout grant after a state appeal was denied and a separate reimbursement request was issued by the Sabine River Authority. Commissioner Powell confirmed that the county’s second appeal to avoid repaying $806,991 related to seven properties purchased under grant CR-4266-0011 was denied by the Texas Division of Emergency Management (TDEM). The state is requiring an immediate $225,000 payment, followed by a structured repayment plan for the remaining balance. The issue stems from homes bought between 2018 and 2020 that were not demolished within required deadlines. Although extensions were granted through 2022, a 2023 extension request was denied, pushing the properties beyond the allowable timeframe. In addition, the Sabine River Authority has requested nearly $397,000 in reimbursement, alleging funds were accepted for homes that were never purchased through the program.
