NEWTON COUNTY, Texas — Newton County officials say the county could be required to repay nearly $1.2 million tied to a flood buyout grant after a state appeal was denied and a separate reimbursement request was issued by the Sabine River Authority. Commissioner Powell confirmed that the county’s second appeal to avoid repaying $806,991 related to seven properties purchased under grant CR-4266-0011 was denied by the Texas Division of Emergency Management (TDEM). The state is requiring an immediate $225,000 payment, followed by a structured repayment plan for the remaining balance. The issue stems from homes bought between 2018 and 2020 that were not demolished within required deadlines. Although extensions were granted through 2022, a 2023 extension request was denied, pushing the properties beyond the allowable timeframe. In addition, the Sabine River Authority has requested nearly $397,000 in reimbursement, alleging funds were accepted for homes that were never purchased through the program. County officials say further legal review is needed before responding to that demand. If both repayment requests stand, Newton County’s total obligation could approach $1.2 million.
