Lindblom was a Yale economist writing at a moment when there was enormous enthusiasm for applying scientific rigor to government decision-making. Operations research, systems analysis, and statistical decision theory were all the rage — products of World War II planning that people hoped to import into peacetime public administration. RAND Corporation was applying these methods to national security. The zeitgeist said: make government more rational, more comprehensive, more like engineering. Lindblom pushes back.
