時序邁入秋分,你的世界,一切好嗎?我們的世界,目前來到何方? 巷口怒放的茉莉,可否聞到敘利亞難民的悲鳴?廟宇積累的香灰,能否瞧見俄烏交火後的餘燼? 2023年仍是不平靜的一年。除了俄烏戰爭之外,遍及亞、歐、非各大洲的武裝衝突升溫,全球難民潮攀新高,來自極權政體的人權侵害更是層出不窮。地球彷彿止不住沸騰,每張骨牌應聲倒下,呈現出碎裂紛雜的圖景。然而在這充滿動盪的時代巨輪之下,正是重新審視人權進展的重大契機。 第七屆臺灣國際人權影展特以「煙硝離散—游尋天光」為策展主軸,影展選片團隊精選來自14個國家、20部長短佳片,梳理出「煙硝離散──戰爭與人權」與「游尋天光──人權廣角鏡」兩大單元,題材從個人通達群體、從區域放眼全球,既是止戰之殤,更是遷移之詩。創作者不懈地以鏡頭為筆、以光影鐫刻,不只為時代留下不容磨滅的見證,也為未來世代提供有力的借鏡。 本屆影展共有:主影展(台北場:9月22日至9月24日;高雄場:9月29日至10月1日)、線上影展(10月3日至10月17日),以及聚落串聯全國放映(10月20日至11月29日)三大活動,盼以不同的形式深入全台各地,播下人權種子,開啟更多的對話和行動。 煙硝總有離散的一天,生命終會找到出路。值此南北半球受光相等的時節,願今年臺灣國際人權影展,進駐更多國人心中,為每一個正在游尋天光的生命,開創一個可能的未來。 As we head into autumn, how is everything in your world? Where is our world currently headed? Can the blooming jasmine at the head of the street hear the cries of Syrian refugees? Can the ashes of incense piled up in temples see the embers left behind by a Russia-Ukraine firefight? The year 2023 continues to be one of unrest. Apart from the Russia-Ukraine conflict, armed conflicts have escalated across Asia, Europe, and Africa. Refugee numbers around the world have reached new highs, while human rights violations from authoritarian regimes remain rampant. The Earth seems unable to stop boiling, with each falling domino manifesting a fragmented and chaotic landscape. However, this tumultuous era also offers a crucial opportunity to reexamine the progress of human rights. The theme of the 7th Taiwan International Human Rights Film Festival is “Gone with the War”. The festival’s programming team has carefully selected 20 outstanding short and feature-length films from 14 countries, divided into two main sections: “War and Human Rights” and “Human Rights Lens”. The subject matter spans individuals to communities, regional points of view to global perspectives, exploring not just the scars of war but also the poeticism of displacement. These relentless filmmakers used their lenses as pens, engraving with light and shadow, leaving behind enduring testimonies to this era and offering powerful lessons for future generations. This year’s festival includes: Main Screenings (Taipei Screenings from Sept. 22 to Sept. 24; Kaohsiung Screenings from Sept. 29 to Oct. 1), Online Film Festival (Oct. 3 to Oct. 17), and Collaborative Screenings (Oct. 20 to Nov. 29). Through these various formats, we hope to reach every corner of Taiwan, planting the seeds of human rights and initiating more dialogue and action. The smoke of gunfire will eventually disperse, and life will eventually find a way out.
