The Maina Sunuwar murder case is one of the most significant and tragic examples of human rights violations committed during the Nepalese Civil War (1996–2006), also known as the Maoist insurgency. Maina Sunuwar was a 15-year-old schoolgirl from Khawane village, Kavrepalanchok district, Nepal. On February 17, 2004, she was arrested by the Nepal Army, who suspected her of having ties with the Maoist insurgents. In reality, her only connection was that her mother, Devi Sunuwar, had reported army personnel for the illegal detention of another girl. Maina was taken to the Birendra Peace Operations Training Centre in Panchkhal, where she was tortured during interrogation. Within a few hours, she died due to the torture. Instead of following legal procedures, the army secretly buried her body inside the training centre compound to cover up the incident. Later, her body was exhumed and reburied, again without informing her family. The case gained national and international attention as human rights organizations pushed for justice. It symbolized the widespread impunity of security forces during the conflict, where thousands of civilians were subjected to enforced disappearances, torture, and extrajudicial killings. After years of struggle by Devi Sunuwar and continuous pressure from civil society and international groups, the Kavre District Court in April 2017 finally convicted three Nepal Army officers in absentia, sentencing them to 20 years in prison each. However, as of now, the convicts have not been arrested or imprisoned, reflecting ongoing challenges in enforcing justice in Nepal. The Maina Sunuwar case remains a powerful symbol of the fight against impunity and the demand for transitional justice in post-conflict Nepal.
