M-84 je napravljen po licenci ruskog T-72 još davne 1985. godine. Prva nadogradnja uslijedila je 1987. pod nazivom M-84A. Druga nadogradnja trebala je biti u obliku tenka M-91 "Vihor" koji je obustavljen ratom u bivšoj Jugoslaviji. Iako je Đuro Đaković imao 25% udjela u razvoju M-84, on je bio zadužen za završna sklapanja i testiranja svih sustava.
