Interview transcript: [Phillip] But let's go back to John Lee's splash in the front of the Mail, and the doubts about the EU Digital Covid Certificates being ready to go by the 19th. I'm joined by Michael Collins, the Managing Director of TravelMedia.ie. Michael, good morning. [Michael] Good morning, Phillip, how are you? [Phillip] What are you hearing on this? [Michael] Well, I traveled from Vienna to Dublin on Friday morning, and I had my Digital Covid Certificate with me. And when I got to immigration at Dublin Airport, they really didn't know what it was. They were unable to scan it and they didn't accept it as a Digital Covid Certificate. I know the Minister, Ossian Smyth was on the radio yesterday saying that the system was up and running and they were scanning, but I didn't see that. [Phillip] Ah, I'm sorry. I'm at a loss to try and think how it is that the facts on the ground and what's being said can be so completely at odds with each other because our colleague in the newsroom, Samantha Libreri, can add to this and say the government has maintained that things are still on track to resume international travel on July 19th. Okay. Look, that's still two weeks away. But what else have you heard behind the scenes that would give you pause and around that date? [Michael] I don't believe it's gonna happen on the 19th. If it does, I think the government will do it only to try and stick to their word, but it won't be the full impact. They'll probably introduce a lesser version, as in only vaccinated people can travel. But I spoke at length to the customs official in Dublin Airport yesterday. And I said, "You do realize that you're obliged to scan my certificate." And he said, "No, I'm not." And I corrected him. I said, "You're wrong." I said, "I've read the legislation on this. And you are obliged to scan inbound QR codes for European citizens with the Digital Covid Certificate." And he said, "We don't have the scanners. I've received no training. I've been told it's the 19th." So, I don't believe it's going to be the 19th. I've heard unofficially that it's September is in reality when the government would like to introduce. [Phillip] So, are there herds of headless chickens wandering around the airports with QR codes in their hand, offering them to officials and getting nowhere? [Michael] Yeah. Absolutely. I watched acutely. I was very much aware of this having traveled on the 1st or traveled the 2nd, got my certificate on the 1st. I'm very much aware of this. And I watched... And I was traveling with a colleague. He was at a different counter to me and he had the exact same experience. And I watched numerous people come in off that flight, another flights with QR codes. It's happened across all of Europe on the 1st and Ireland hasn't introduced it, we're an outlier. In fact, it was in Austria when I went to get my QR on my PCR tests, I went to a clinic and I said, "I need a PCR test. I'm traveling back to Ireland." And they said, "Where are you traveling? Is it Ireland? Is it EU?" And they said, "Oh no, you need an antigen test." And I had to explain rather embarrassingly that unfortunately Ireland is a bit different, and they still require the PCR and it's not antigen. Whereas all of my colleagues, I was working in Austria last week, all the people I was working with needed the rapid antigen test to go back to Germany and France and other places. [Philip] And just let me go through the rest of the statement because it is worth getting on the record what it is that government says of the situation. Now they say that work is still continuing on the EU Digital Covid Certificate. Statement comes following reports that the certificate may not be ready in time. The spokesman for RocDoc, the private company that will issue PCR test results as part of the certificate says, "It is optimistic that the system will be ready by July the 19th." That spokesperson said, "Trails of the system are working well." So... [Michael] I just don't buy into this. The reality, if you look carefully, the system was developed at a European level, and it's open source software, and it's a European gateway that's set up that allows the verification of the certificate. So there's very little work for the government to do. The reality is they've never wanted to introduce it on the 19th and therefore they haven't prepared for it and are on the back foot at the moment. Here's the other issue, which is really interesting, Phillip, though, is that the focus has been on people traveling out of Ireland, whereas the reality is that the certificate does a number of things.
