San Francisco, January 23, 2026–This session features short, rotating, paired conversations between Jeannette L. Chu, Vice President, National Security Policy and Executive Director, Alliance for National Security and Competitiveness National Foreign Trade Council; Ambassador Max Baucus, U.S. Ambassador to China from 2014 to 2017, U.S. Senator from Montana (1978 to 2014); Chen Dongxiao, President of Shanghai Institutes for International Studies; and Yan Luo, Partner, Covington & Burling LLC. Speakers provide their thoughts on the future of bilateral relations between the two countries—overall emphasizing openness, nuance, and sustained curiosity as essentials for navigating an uncertain future. Chu and Baucus discuss the fragile trajectory of U.S.-China relations, with Baucus expressing deep concern of the United States’ lack of a long-term strategy and misunderstanding China’s rise. Both emphasize the need for stronger domestic competitiveness and expanded people-to-people and educational exchanges. In the exchange between Chen and Baucus, Chen emphasizes Beijing’s support for multipolarity and multilateralism, and focus on domestic concerns among ordinary citizens. While Baucus warns of China’s growing economic and political strength, both speakers underscore the importance of renewed dialogue and potential bilateral cooperation. Luo and Chen discuss U.S.-China competition through the lens of AI, innovation, and industrial capacity. They discuss America’s strength in ecosystem creation and venture leadership, and China’s strength in engineering, data collection, and manufacturing.
